Check with the local nursery and see if they have some stuff they call adobe buster. It stinks like rotten eggs when you spray it on but it breaks down the soil so that you can get something planted it it and it might have a chance to grow.

Check with the local government and nurseries for the local plants. Try planting a garden with native plants. You could do a great planter or container garden with a water feature. Take photos of other homes and ask for plant clippings or names of plants of things you like.

use plants that grow well locally. one mans weed is another mans flower . i used to laugh when i saw lambs ear or queen Anne's lace sold at nurseries because they are usually considered weeds around here in central Ct .,but people buy them and plant them .yet they grow in any empty lot .free too.

You must mean that red clay soil out around the Dundee Hills west of Newberg or up around Chehalem Mt. Rough stuff to say the least, as I have planted many plants and flowers there a few years back. Unless you plant grapes or filbert trees it's tough. The best thing to do is every time you dig the hole out, be it for a shrub or a six pack of flowers, you need to toss the clay soil in the trash. You then can replace the soil in the planting hole with some planting mix or bagged compost you can by from "Wilco" or "Bi-mart" down the street. This will give the plant a good growing medium to thrive in. Seeings that it is only a rental, the flowers will be ok for as long as you are in this property.. Hope this answers your question..

Incorporate the rocks into your design, you can't fight them, so use to your benefit. They can direct water away from the home, you can plant all kinds of ground cover, letting it grow up and around the rocks. Apply bark, it will break down, and overtime, the clay will be easier to work with. You can build fence posts from the rock, use wire fencing, cut to the height you want, connect it together in a cylander form, drop the rocks in from the top. Plant ivy along the garden edges, allowing the ivy to grow up and around your fence and rock posts.

Go to Home Depot and talk to one of their gardeners.
