When do you think will be the best time to buy a new home in theses areas Corona,

Norco, Mira Loma, California I work in Orange County and have two kids 8 & 12. What are the schools like in those areas? What is the commute like? Is it really cheaper to live in those areas? Is it really that much hotter and does it always smell like a farm?
