There are a lot of off-price stores that sell salvage goods, overstocks, and irregulars. I know the ones around here and they do sell those items you want very cheap. I have no idea where you are but I am sure there are the equivalents in your area.

If you go to Lowe's or Sears they have a section where they sell premixed paints that someone paid to have tinted to a specific color and then decided that they didn't want that color. They typically sell those paints for a few bucks per gallon. If the color is one that you can live with then there's your paint bargain ready to go. A gallon can (400 square feet) can do a room.

our landfill gives out free paint, its from people who drop it off to recycle, as far as floor covering goes check the dumpsters at floor centers,, they throw alot out. as far as school stuff goes, check with a local church our city has one where you can sign up for free school supplies, that the community donated
