We had the same problem with a previous landlady. We wrote her a letter giving her 14 days to supply one - you have to put the request in writing, specify how long you give her to do it, send it recorded delivery (£1.04). Then if she hasn't complied ring the enviornmental health dept at the council because she is breaking the law. When we did this with our landlady she complied double quick and half the applicances were faulty and we had the cooker condemned- she was not a happy bunny but at least we knew then why she was reluctant to have it done. Stand your ground.
